The province of Ricovia is a 1950’s era industrial society on the verge of discovering the powers of microchip technology. Nevertheless, the province is overrun with crime and corruption worthy of the 1920’s prohibition era, complete with organized crime and illegal drugs. The story begins as Sho-Tahn arrives in Ricovia Province following a disastrous space battle. He soon learns about the Old Man and the plight of the people of the province. He is forced to contend with the corrupt officers and commanders of the Ricovia Police Force and the forces of the Organization. Love affairs blossom and tragedies befall his friends and colleagues. Sooner or later, Sho-Tahn will have to face the Old Man.
